Often "polishing" a novel means kicking things out. Maybe you do not want to develop that character any further, because it would be better to get rid of him. His few scenes contributing to the story can be "transferred" to a different character, the others can be deleted. Sometimes that’s better than fleshing more out.

Trying to convince/educate the reader with fiction is a bad idea. Try to get less involved with your character. Yes, you should be in his head, but no, he shouldn’t be you. Consider the possibility that your real problem is the missing development of the character. An atheist becoming religious is interesting. A fanatic becoming an agnostic is interesting. But a believer staying a believer is dull. There is only suspense, if he becomes a disbeliever in the middle and changing back to a believer again (and you show why).
