@David: Lauren's method isn't bound on a special software. Yes, she is a Scrivener fan (in the meanwhile I guess she is paid by them), but you can use any software. You can even print it and do it on paper. Using Latex you can store every chapter/section in a separate file. It should be possible to create a meta file where you can define the order of these chapters and rearrange them. If you have any specific problem doing this, please name it, so we can answer your question properly.

When putting a bounty on a question, please clarify why do you think the question is not answered yet. For me, Lauren Ipsum's suggestion is the way to go. You do not even have the problem Kate mentions (starting too early with the draft), because you can iterate through your document again and again, rearranging the sections. What is missing for you?

I disagree, that the cover letter is not the first thing they read. The HR people I know read it first for exactly the thing you mention: filtering. You can glance faster over a cover letter than over a resume. Why care about people who cannot get the cover letter right? +1 for the rest of your post.

@Stand: It's called market analysis. If you do not know, why people buy the cars from the other manufacturers, what they do wrong, what right, you are running out of business fast, I promise you. @all: You can change car seller to surgeon, not keeping track of the medical research results. You can use any profession. Writers are not different. The OP will fail miserably if he keeps going that way.

@Panda: I tried to tell you, that there is no answer. If you want to visit these locations, do it. Look at them, describe them. If you do not want (e.g. you hate travelling), don't do it. You already have an approach that works, even if you think it is totally arbitrary. Do you have a picture/vision of the scenario/world you want to write in? I bet you have. If you really need a methodology (I normally run, when I see one), then take your approach and make one out of it. Yes, it's good enough. Trust yourself.
