comment How important is it to know the end before the writing the beginning?
My problem is that there is a wrong way to do it, which is the way that produces a bad story. Ways to guide me so that I don't get this result I want to listen to. And know when I should adjust my style, and when I should adjust the rules.

As a rule, in life, I am not one for following rules, but I realise that they are there for a reason. "show don't tell" I have found useful, so I am not wanting to throw out rules without first knowing why.

@Standback then I would put it under education, as the initial driver for the project.

comment How do I write a believable romance subplot?
The core of this is, I think, make it real. Write about how people actually behave, not how they are often portrayed. And make this real to your characters too.

We can agree to disagree! The change is done by giving less detail - letting the character continue what they were doing, as long as the character continues, there should be no jarring.

comment Will 9/11 fiction get a writer into trouble with the US Government?
If, as seems likely, you are concerned about this, then leave alone for others to write about. It might be a cross pond difference, but in the UK, we would write about it without serious worry. I can accept that in the US, feelings may be still more tender. Is it a good idea to write like this - probably, from what you have said, no, because it might attract the wrong sort of attention from the wrong people. You might have to justify yourself. It is probably not worth it. But the asked question of legal trouble is a distinct one.

The question was about legality. It does not mean that Capex will not then be watched day and night, and be sent to Guantanamo for jay walking.

Given that Capex has said he is only going to use "facts acknowledged by the US Administration", and incorporating them into a fiction story, I think it is probably safe. That is important. Yes 9/11 is still touchy, but I think writing fiction around it is OK. An expose of why the CIA caused it, that would be a different matter.
