Maybe you should try by dropping the word 'technical' altogether and start looking around with the kwd 'content' instead. That's what you really need, I can say for sure. We have of course had great difficulty in convincing people about that, until they saw the results. Excellent solutions for your needs can only come from multidisciplinary writers.

@MonicaCellio Apparently, design docs kind of writing is just what the OP does NOT want -- I'm not looking for a 'dry' technical document. I had to contend with people who are steeped in that 'dry' style.

A very good question. The example, however, is not broad enough: Do not spell out statistical data. I would always go for the first option, that of using numerals. This no matter what style guide one is following. As for the narrative part of your paper, you may decide on the basis of the context and its tone on a sentence to sentence basis.

I'm fine with (...See Section X.) so long as it is before the current section, which is the real issue in the OP. Forward references always upset me, and if they are a bit too frequent, you can as well imagine the reader's frustration at the discontinuity and non-linearity.

Why would you already use so many negatives -- look at the same attributes in a positive way. 'Prolonged plot' -did you unnecessarily prolong it? If so, undo it. 'Erratic' -find a positive-sounding synonym for that. Same with 'hollow', 'rants & ravings'. Finally, try discover an underlying theme, (well, fake it, if you have to). :)

People don't 'think of creative plots,' they think of plots creatively, or rather, they just think, and happen to come up with great plots. In short, 'everything I think of just seems so cliche' -- this is just because you are aiming at being creative, which is the reverse of the above process.
