A freelance editor, I specialize in fiction but I've worked on non-fiction as well as web copy, corporate literature, and non-profit materials. I also edit and write for the group blog Magnificent Nose, which covers many topics but gravitates towards articles about writing and reading.

And I have to agree, this is a question asking what to write. The community has clearly asked that this be closed, and I concur. However, if you'd like to edit this into a more specific question about covering a company's history in a service brochure, that might be considered on-topic. (I tried to do the edit myself, but I don't have enough information on the project to do a meaningful edit.)

I'll leave this question to the tech writing experts, but: The journal to which you're submitting will have submission guidelines, and they'll likely also mention a style manual to follow. These resources may help with formatting, at least. (Here's an example, though it's not in your field.)

I think the only time to have commas, etc at the end of list items is if the entire list makes a sentence.
