Are there good books give guides in reviewing manuscripts for inclusion in scholarly journals? I'm working in area of computer, education, training and psychology. There are some scattered resources out there, such as this one, or this one, but I'd rather have a more unified resource (or resources).

By "reviewing", do you mean evaluating them for purchase, reviewing articles for inclusion in the journal, or reviewing in the sense of peer review? – Neil Fein Sep 27 '12 at 17:29
