I have a project and would like to crowdsource the project. I want to award the work to the most creative writer / thinker based on the sample of their work or on the complete deliverable.

Jason, I think you are getting at something that would fit well on the site, but StackExchange sites are designed to get concrete answers to concrete questions. You haven't phrased an answerable question here, so we can't give you answers. Try editing your question to be a complete sentence, and as specific as possible.
